Billing, Payment and Delinquency

(a) All bills for any city utility shall be due not less than 21 calendar days from the date of issuance.

(b) Bills are overdue if received at city hall after the due date. Overdue bills shall include and accrue late charges of 1 percent per month on the unpaid balance.

(c) Any and all city utility services may be terminated for non payment of any portion of a city utility bill if more than ten days overdue. The terminated service shall be reconnected when all overdue bills, late charges and a $25.00 service charge for restoring service are paid.

(d) Failure to receive a bill shall not excuse a customer from his or her obligation to pay within the time period specified.

(e) Any property owner is and shall be held responsible for all utility bills unpaid by any tenant receiving service on the property and shall further be required to keep the meter, service box and other service equipment in good condition and repair.
