6.  MASTER PLAN
I am seeking a sample copy of what is called your "Master Plan"? 

"A master plan is a text document created by a community that provides current data on the community, its facilities and then goals for the community.  What it needs to be each year to improve facilities.  Some plans are also called conceptual or long range.  It is usually adopted by the City Council and is supposed to be updated periodically.  We have found over the years that a lot of smaller communities do not have this plan and unfortunately that is a part of our rating system.  Planning for the future in a community is very important so that citizens' needs are being met and financial resources are being appropriated accordingly."

We do have a "5 Year Strategic Spending Plan", I'm trying to get the grant to accept this.  It was suggested by our auditors that we
update the plan at the beginning of each fiscal.  It is available if any of the citizens wonder why we are spending or not spending at any given time.  We are a small entity and try to keep it simple!!

7.  RECRUITMENT INCENTIVES

Subject: New Membership Recruitment Incentives *** Revised ***

As the expansion of IMTA membership is a priority of President Mullins and the IMTA Board of Directors, the Membership Committees has undertaken the task of creating incentives for the current IMTA membership as a means to increase the recruitment of new members into the IMTA. We believe the essence of the incentives is to build morale and enthusiasm towards the organization. 

Based on discussions held by the prior committee chaired by Sue Buttry, the current committee, and President Mullins, we offer the following ideas as incentives:

·       “Outstanding Recruiter” recognition

o       During the opening remarks of the annual conference, the individual(s) who was listed as a referral on the most membership applications will be recognized for their efforts and presented with a ribbon attached to their name tag. The outstanding recruiter will be granted perks such as entering the front of the lunch lines, etc.

·       Recruitment of 5 new members during an IMTA year (May 1st – April 30th) will earn a 50% tuition scholarship towards use at the annual conference.

·       Recruitment of 3 new members during an IMTA year (May 1st – April 30th) will earn a one time 50% credit towards the annual membership fee.

Both incentives related to the 50% tuition scholarship and 50% annual membership fee credit may be attained by a current IMTA member. A new member within this incentive policy is defined as a new municipality, government entity, or associate member. The addition of an individual from an organization with current IMTA representation is not considered a new membership for incentive purposes.

It’s the consensus of the current membership committee to not award points toward certification. We feel that there are a number of opportunities for certification points that are underutilized by the membership, such as through regional meetings. In addition, that can dilute the intent of the certification process.

In addition, we have elected to focus our proposals on ways to save budget dollars for the current membership, as budget cuts by Illinois municipalities in the area of training / travel is an ongoing problem. Thus, we elected to avoid cash gifts (i.e.: gift cards) as an incentive.
