2. ACCOUNTING POLICIES & PROCEDURES
Peoria County is looking for assistance in preparing accounting policies and procedures. This would be a comprehensive project, including everything from AP, AR, Cash Receipts, Bad Debt, Internal Controls, etc. Has anyone issued an RFP for outside assistance in developing overall policies, training organization-wide, and implementing best practices? If you have an RFP or actual accounting policies & procedures, please forward to my attention.

3. SEEKING SAMPLE UTILITY BILLING PAST DUE NOTICES
I would also like to receive copies of letters etc. sent out for past due
water payments.
The Village of Gilberts outsources the reading and billing of water, but the
company does not collect for past due amounts.

5. DOI FILING
In reference to Police Pensions I would like to know if any Treasurers use a
contractor to prepare the IDOI annual filing rather than prepared within the
city staff...
If so who do you use, what are the fees and who is the contact person...

In response to the DOI filing:
I have prepared the Fire Pension Fund DOI annual report for at least 7 years.
Another Financial Services Division staff member prepares the Police Pension
Fund DOI annual report and has done so for about the same number of years.
These reports have to be prepared on our own time, of course. Our fee for
preparation is included with our payroll check. I hope this helps!

As a follow up to the Performance Measurements presentation from the Institute. Thanks! Sharon Rusteberg and I will be attending the 2006 City and County Performance Summit in Las Vegas from March 6th - 8th. The summit includes keynote speakers from around the country addressing the topic of measuring and improving the management of City and County Services. Group discounts are offered for 3 or more.
